Catholic Charities of Baltimore is seeking a
Community Services Administrator to deliver both strategic and hands-on leadership for vital community programs, which may include shelter and housing, job training and employment, food services, resource and case management, immigration assistance, and related support services. This position furthers the mission of Catholic Charities by ensuring each program operates at the highest standards of quality, compliance, and financial stability, consistently producing measurable results for Marylanders in need. Success in this role is reflected through strong program performance, accountable, results-driven leadership, fiscal stewardship, and meaningful community impact.
The work schedule is Monday-Friday 8:30 AM - 4:30 PM.
Job Duties & Responsibilities
- Provides leadership and oversight for 4–6 assigned community services programs to ensure ongoing compliance with agency policies, funder requirements, and applicable regulations, maintaining programs that consistently meet operational, regulatory, and performance standards.
- Supports budget and funding development efforts by contributing to budget planning, funding analysis, and research on trends and best practices that strengthen program sustainability, supporting growth, and delivering results aligned with funding goals.
- Directs quality assurance and performance management activities by regularly reviewing data and outcomes, holding staff accountable for continuous improvement, evidence-based decision making, and enhanced service effectiveness across all assigned programs.
- Provides oversight and guidance related to case management models, documentation standards, and outcome tracking to ensure consistency, data integrity, and compliance with agency and funder requirements.
- Leads or supports division-wide quality improvement initiatives by implementing consistent standards, monitoring outcomes, and promoting best practices across programs, for accountability, progress, compliance, and the achievement of targeted quality improvements across programs.
- Leads or supports the development, submission, and ongoing oversight of grant deliverables for funded programs within the assigned portfolio, ensuring all requirements are met on time and in alignment with grant agreements.
- Cultivates and maintains productive relationships with community partners, donors, funders, and service providers to strengthen referral networks, promote collaboration, and measurably increases the reach and impact of community services.
- Collaborates with the Communications Office to support positive media relations and represent Catholic Charities professionally in the community, ensuring accurate messaging that strengthens public awareness, trust, and alignment with agency values.
- Identifies emerging trends, best practices, and evolving community needs in human services and integrates relevant innovations into program design and service delivery to maintain program relevance and effectiveness.
- Performs other duties as assigned.
Education & Experience Requirements
- Master’s degree in human services, business management, or a related field.
- Eight (8) years’ experience in human services or a related field, including a minimum of five (5) years in supervision and management.
- Demonstrated experience developing, managing, and overseeing program budgets, with a track record of fiscal accountability and achieving program results.
- Proven experience motivating and leading teams, building strong, collaborative work environments, and driving performance to accomplish organizational goals.
- Demonstrated ability to communicate effectively with individuals from diverse socio-economic and cultural backgrounds, fostering trust, collaboration, and engagement.
- Experience in applying creativity and strategic vision to program design and service delivery, resulting in responsive, high-quality programs that meet community needs.
- An equivalent combination of education and experience may be considered.

Physical Requirements & Work Environment
- Hybrid work options are available, contingent upon business needs and performance expectations in alignment with the Agency’s policy.
- Flexibility may be required to work beyond standard hours, including evenings, weekends, and holidays, as needed.
