Overview:
We are seeking a specialist with experience in HUD, Section 8, and HUD-VASH veteran housing programs to help fill apartment units through voucher programs. The role focuses on building relationships with housing caseworkers and referral agencies to place tenants efficiently into multiple apartment communities in the Houston area.
Most subsidized tenants come through caseworker pipelines rather than public browsing, so the primary objective of this role is to build relationships with the people placing tenants, not just maintain listings.
Key Responsibilities
Voucher Placement Pipeline
- Build relationships with VA HUD-VASH coordinators, housing caseworkers, and nonprofit housing navigators.
- Maintain active communication with organizations placing veterans and voucher tenants.
- Register and maintain landlord presence with housing authorities and referral networks including Houston Housing Authority (HHA) and Harris County Housing Authority (HCHA).
Caseworker Outreach
- Send outreach emails and property flyers to caseworkers and placement organizations.
- Maintain contact with HUD-VASH coordinators, VA social workers, and rapid rehousing programs.
- Follow up regularly with housing navigators to keep units top-of-mind for placements.

- Houston VA Community Resource & Referral Center (CRRC).
- U.S. Vets Veterans Village. BakerRipley Veterans Services.

Housing Database Management
- Maintain property listings on platforms used by voucher tenants and caseworkers: MyHousingSearch.com & AffordableHousing.com

- Inspection-Ready Units
Tenant Placement Coordination
- Coordinate tenant placements with caseworkers and housing authorities.
- Respond quickly to referral inquiries and coordinate move-ins. Voucher Leasing Process Management
- Assist with voucher leasing workflow: Tenant with voucher selects unit RFTA (Request for Tenancy Approval) submitted
- Housing authority schedules inspection Unit passes HQS inspection HAP contract issued and signed
- Payments begin via housing authority direct deposit
Inspection Readiness
- Ensure units meet HUD HQS inspection standards before scheduling inspections.
- Coordinate repairs and readiness to avoid failed inspections.
Referral Tracking
- Track referrals from caseworkers and agencies.
- Log which organizations send tenants to improve outreach strategy.
Weekly Maintenance Routine
- Update housing database listings.
- Send follow-up emails to caseworkers.
- Maintain at least one inspection-ready unit.
- Log referrals and send thank-you notes after placements.
Preferred Experience
- Experience with HUD programs, Section 8, or HUD-VASH.
- Familiarity with voucher leasing process and RFTA submissions.
- Experience working with housing authorities, VA programs, or nonprofit housing organizations.
- Strong relationship-building and outreach skills.

Pay: $37,440.00 - $43,680.00 per year
